As you know, the name Bill Cook has become synonymous with strategic planning. He introduced the concept to education in 1986 and then presided over The Cambridge Group as they facilitated more than 1,200 plans and trained over 10,000 facilitators. His book, Strategic Planning for America’s Schools, is a standard text in colleges and universities.

As strategic planning became increasingly popular, two things happened:
